This brings us to one of ROOPA’s greatest political advantages. ROOPA blends the best initiatives of both political parties. Doing this allows ROOPA to lay the broadest common ground for real bipartisanship.
Republicans have been pushing the Flat Tax for decades. Meanwhile, Democrats never get enough of their Vice Tax. Democrats are always levying a growing number of taxes on to cigarettes, liquor, gambling and the rest. ROOPA combines these two methods into a single tax program. ROOPA is not a compromised, half way meeting point for each side. ROOPA is the next generation of tax policy that is entirely new and yet, built upon the best of both parties. ROOPA actually incorporates a number of tax reform initiatives as shown in the chart below.

ROOPA uses a series of templates and equations for crafting social policy. All of these tools culminate into this two layered tax structure that combines the Flat Tax alongside a Vice Tax. The first layer is called Barata. The second layer is called DOTS.
The Flat Tax offers the fair and simple tax we all wish for, but it fails to raise enough (tax) revenue. ROOPA has discovered the second component of the Flat Tax equation otherwise missing from other proposals. ROOPA combines the Flat Tax initiatives with a Vice Tax surcharge.
Republicans claim that if we cut our taxes by 50%, Americans would have the money to spend on things important to them. This in turn would replace the need for many of these gov’t programs now covered by our higher taxes. ROOPA is a dramatic demonstration of the point. ROOPA cuts tax rates leaving you the remaining difference to spend on your ‘program.’ ROOPA has cracked the Flat Tax formula to provide the fairness and simplicity we long for and yet, raise ample money to meet (all) our budgetary needs.
ROOPA provides this (15% to 20%) Flat Tax called Barata: BAse RAte Tax. This Barata Flat Tax is then supplemented with additional revenues raised from a Vice Tax called DOTS: Defined Optional Tax Spending. This added revenue is missing from today’s other Flat Tax proposals leaving them looking fiscally inadequate. (Barata and DOTS are covered in Section II, Chapters 1 thru 5.)
The added (15% to 25%) provided by the DOTS surcharge will fill the shortfall of these other Flat Tax programs. This Flat Tax + Vice Tax combo will in fact, raise more money than today’s tax system. DOTS can therefore fund our programs with more service and benefits then possible using today’s budgeting system. These DOTS fees also have the added advantage of reducing our insurance premiums by as much as half. This would go a long way to creating affordable (universal) health care.
